WORKS AND ENGINEERING
The Works and Engineering Department is headed by the City Engineer and is responsible for providing technical support and guidance on the urban structural design, infrastructure improvement, road network development and maintenance and control of infrastructure developments in the City.
During the implementation of LGDPII, Lira City has had a total of about 37 kilometers of paved roads, 183kms of Gravel and 66kms of Earth road roads. This implies that, the Proportion of paved roads to total roads is 15%, unpaved road network in fair to good condition is 35%, while paved road network in fair to good condition is at 19.5%.These roads are in motorable states and has led to reduction in roads traffic accidents.
Lira City has six Major roads that cut through and go to other Cities. These are Lira Kampala road, Lira Aloi road, Lira Apac road and Lira Boroboro road Lira –Soroti, and Lira –Kitgum Road. Besides the major roads, there are also many minor roads within the City such as Adekokwok road, Erute road among others and very many Local roads which provide access to different villages and areas. Some of these roads have been opened up recently in the respective divisions. The most common means of transport is private with 74% being use of private transport. Bicycles are the common mode of privet transport with 64% owning Bicycle, and 12.2% owning Cars.

Work and Engineering is mandated to:
Plan, design, implement, maintain public infrastructure in the City
Control private physical development in the City
Regulate and ensure compliance to the construction practices
Advise the entities on appropriate method, system, material for physical development
Inspects plants, equipment, machine, tool, buildings, roads, bridges, drainage, structures, open space, boundary walls, excavation etc. and recommend them for public use

In FY 2023/2024 the IPF for Transport Rehabilitation grand was shs 1000,000,000 and we have received all the fund. the following activities were planned

CHALLENGES IN THE IMPLEMENTATION OF URF
URF guideline recommends that all the activities must be executed under force account mechanism ,below are the challenges affecting the performance;
Lack of road equipment to implement the works, Lira City Council has only one motor grader, which is grounded and there is no any other Equipment, we opted to Hired of road Equipment which affected our initial planning
Late releases of the funds
Delay in the procurement processes for the materials to be used on the road
inadequate staff leading to too much worked load on the few existing staffs
Non -payment to the service provider leading low supply fuel
- Plan, design and manage the construction, rehabilitation, upgrading and periodic maintenance of the City Roads including the Road marking and signage.
- Plan, design and manage the construction, rehabilitation and maintenance of the City drainage systems.
- Plan, design and manage the provision of traffic, manage street parking space and street lighting for the City.
- Plan, design and manage public transportation in the City and monitor and propose areas for improvement of City traffic.
- Plan, design and manage the construction and maintenance of the City building infrastructure
- Provide technical guidance on the contractual issues relating to bills of quantities provided in relation to materials supplied for construction projects.
- Contract professional firms to revamp the City infrastructure, road network, for a modern and easy accessible City.
- Develop and monitor the implementation of road walkways, fly overs, traffic signal junctions, major interchanges and bridges construction, and maintenance policies and procedures as per the City Mandate.
- Develop, review and update the Wider City Transport Master-plan.
